Conspiracy of the Imperial remnants

The Shadow Council arose as early as the end of the Galactic Civil War: it was created by Fleet Admiral Gallius Rax as a secret governing body in place of the Imperial Ruling Council, while Grand Admiral Rae Sloane remained the public face of power. After the defeat at Jakku the structure fell apart, and some of its members departed for the Unknown Regions, where the First Order later took shape. By the ninth year after the Battle of Yavin the council had been restored. Its members included Commandant Brendol Hux, Captain Gilad Pellaeon, and Moff Gideon; the absent Grand Admiral Thrawn, whose return they were preparing to bring about, was regarded as its actual center of gravity. The surviving officers divided sectors among themselves, exchanged resources, and planted their people in the structures of the New Republic, acting separately but with a common aim. The conspirators lacked unity: Gideon demanded dark-armored troopers and cloning capacity for himself and played his own game, which ultimately set him apart from the other participants in the plot.
