Anakin is discovered on Tatooine

The Naboo queen's ship, having broken through the blockade, suffered damage to its hyperdrive and was forced to land on Tatooine, a world outside the Republic's jurisdiction where Republic credits were not accepted. Qui-Gon Jinn went to Mos Espa to look for a replacement part and, in the shop of the Toydarian Watto, met the slave boy Anakin Skywalker, who lived there with his mother, Shmi. The boy built machines, had constructed a podracer by himself, and possessed reflexes beyond those of ordinary humans. Lacking funds, Qui-Gon made a wager with Watto on the outcome of the Boonta Eve race: winning would secure both the part and the freedom of the racer. Anakin won, but the terms freed only him; Shmi remained enslaved. A blood test revealed a midi-chlorian count higher than that of any known Jedi. Qui-Gon considered him the one prophesied to bring balance to the Force and presented him to the Council. The Council, noting fear in the boy and an age too advanced for training, refused; the question remained unresolved until the events on Naboo.
